Since 1 April 2026, goods vehicles up to 7,500 kg gross vehicle weight, and pick-ups, are de-controlled vehicles. You can carry your own business goods without an APAD operator's permit. Carrying other people's goods for hire or payment (for example delivery-app work) still needs a Class A carrier permit (Permit A) from APAD.

A Class D licence covers vans and pick-ups. Under the Ministry of Transport's guidelines, Class D holders may also drive de-controlled goods vehicles with an unladen weight of up to 4,000 kg. Heavier lorries need a Class E licence. Drivers who carry goods or passengers commercially may also need a vocational licence (GDL or PSV); check with JPJ.

Choose a van if your goods must stay dry and locked (deliveries, tools, catering). Choose a lorry for bigger or heavier loads, or when you need a long box or cargo body. Choose a pick-up for site work, rough roads or bulky items you can tie down. Tell us what you carry and we will recommend a model.
